Fire spread over 20 acres on Thursday, Aug. 23 in the Swallows Chapel community, putting several mobile homes at risk as it continued to burn. Firefighters from at least 10 fire departments and Air Evac responded to the scene.

Before it was contained, the fire came within 20 feet of the home of Aaron and Melissa Trobaugh, burning three holes on the front porch canopy.

The fire, which was blazing around 11:30 a.m., was still being fought several hours later.

“We could have lost everything,” Mrs. Trobaugh said. “But I’ve still got my home, and I thank God for that.”

Phase I water shortage declared by mayor

Livingston Mayor Curtis Hayes declared a Phase I water shortage on Friday, Aug. 24 and asked for voluntary restrictions from city water users.

Restrictions applying to non-essential uses include outdoor non-commercial water use for irrigating gardens, lawns, parks, golf courses – except greens, playing fields and other recreation areas, and street washing.

Ornamental water use for fountains, reflecting pools, and artificial
waterfalls as well as water use for private swimming pools serving less than 25 dwelling uses should be restricted.

Water use for the washing of privately-owned cars and trucks is also included in the restrictions.

Mayor Hayes said that although the Carr Creek and Roaring River watersheds were blessed to receive about 4 inches of rainfall over the weekend, it did not refill the lake. He requests residents to continue voluntary conservation in water usage.

“Although the situation is temporarily relieved, September and October are historically the driest months of the year, therefore, conservation is in order,” Mayor Hayes stated.

Before the weekend downpours, Carr Creek Lake had lost about one-third of its usable water, which is contained in the upper 24 inches of the impoundment. Roaring River, which is the town’s supplemental source of supply, was the lowest it had ever been observed.

Mayor Hayes further stated that Livingston previously experienced water shortages in 1988 and 2000, but the stream flow was never as low as it is now. Records from 1988 indicate Livingston was pumping about 1,400,000 gallons per day, whereas it has averaged about 2,600,000 gallons per day during the recent hot, dry weather.

Mayor Hayes indicated that upon completion of the project now underway to obtain water from Cumberland River, such recurring shortages would cease. This project to obtain an additional water supply began in 2000, but the final environmental permits were not issued until May 2006.

Mayor Hayes said the water treatment plant can produce 4 million gallons of water per day, which would cover the long-term projected usage. The pipeline from Cumberland River will be capable of transporting 6 million gallons per day.

Cumberland River was selected as the source of supply over Dale Hollow Lake after it was learned that a fee of more than $3 million would be charged by the U.S. government initially, plus annual fees of about $300,000, according to Mayor Hayes.

Fire destroys Hidden Valley home Friday

The home of Christy and Charles Blackwell in Hidden Valley Trailer Park was destroyed when it became engulfed with fire around 2 p.m. Friday, Aug. 24. Livingston Fire Department, with manpower assistance from other county departments, fought the blaze and kept it from other nearby homes. No one was home at the time of the fire, but a pet kitten and a Chihuahua were thought to be inside at the time of the fire. The cause of fire has not been determined.
