Two indicted
for beating Ricky Beaty
Overton County Grand Jury has indicted James Richard
Mullins and Stevie Allen Wright for the January 31, 2005, beating
of Ricky Allen Beaty.
Mullins and Wright appeared before Judge Leon Burns
on Monday, July 24 on charges of reckless aggravated assault. The
two cases were set for hearing on August 22, at which time the accused
are to return with an attorney.
Last year, former Overton County jailer James Loftis
pleaded guilty in federal court to conspiring with other jail employees
to arrange for Beaty, a prisoner in the jail, to be beaten. Beaty
sustained serious injuries.
Beaty had reportedly been arrested after a domestic
dispute with his 19 year-old daughter and was put in Overton County
Jail for a required 12-hour stay. When that case was brought before
Overton County Grand Jury, it received a No True Bill.
According to a Herald-Citizen story last year by Mary
Jo Denton, in the federal case, a formal complaint filed by FBI
Agent Scott Swallows alleged that jailer James Loftis woke up two
inmates and took them to jail administrator Michael C. Gilpatrick's
office, then told them that Ricky Allen Beaty "had beaten up
a girl and that he needed to be beaten up for what he had done."
An FBI complaint against Gilpatrick alleged that he
told Loftis to get the two inmates to "take care of" Beaty,
specifically naming the two he was choosing for the job.
The conspiring jailers moved Beaty from a holding
cell to another cell in order for the beating to take place, and
some jailers watched from behind mirrored glass as the two recruited
inmates punched and kicked Beaty, bruising him all over, blackening
his eyes, cutting his forehead, and knocking out four of his teeth,
the FBI complaint says.
After he was released from jail, Ricky Allen Beaty
went to a hospital emergency room for treatment, and he also lodged
complaints and contacted an attorney.
